The Surah · Ash-Shura
Ha Meem
Ha Meem.
'Ayn Seen Qaf
Ayn Seen Qaf.
Kadhalika yuhi ilayka wa ila alladhina min qablika Allahu al-'Azizu al-Hakim
In this way Allah, the Exalted in Might, the Wise, reveals to you and to those before you.
To Him belongs whatever is in the heavens and whatever is in the earth, and He is the Most High, the Great.
Takadu as-samawatu yatafattarna min fawqihinn, wal-mala'ikatu yusabbihuna bihamdi Rabbihim wa yastaghfiruna liman fi al-ard, ala inna Allaha huwa al-Ghafuru ar-Rahim
The heavens almost break apart from above, while the angels glorify their Lord with praise and ask forgiveness for those on the earth. Allah is the Forgiving, the Merciful.
Walladhina ittakhadhu min dunihi awliya'a Allahu hafizun 'alayhim wa ma anta 'alayhim biwakil
Those who take protectors other than Him, Allah watches over them, and you are not a manager over them.
Wa kadhalika awhayna ilayka Qur'anan 'Arabiyyan litundhira Umma al-Qura wa man hawlaha wa tundhira Yawma al-Jam'i la rayba fih, fariqun fi al-jannati wa fariqun fi as-sa'ir
In this way We revealed to you a Quran in Arabic, so that you may warn the Mother of Towns and those around it, and warn of the Day of Gathering, in which there is no doubt. A group will be in the Garden and a group in the Blaze.
Wa law sha'a Allahu laja'alahum ummatan wahidatan walakin yudkhilu man yasha'u fi rahmatih, waz-zalimuna ma lahum min waliyyin wa la nasir
Had Allah willed, He would have made them one community. But He admits whom He wills into His mercy, and the wrongdoers have no protector and no helper.
Ami ittakhadhu min dunihi awliya'a fallahu huwa al-Waliyyu wa huwa yuhyi al-mawta wa huwa 'ala kulli shay'in qadir
Or have they taken protectors other than Him? Allah is the Protector. He gives life to the dead, and He is capable of all things.
Wa ma ikhtalaftum fihi min shay'in fahukmuhu ila Allah, dhalikumu Allahu Rabbi 'alayhi tawakkaltu wa ilayhi unib
Whatever you differ about, the judgment of it belongs to Allah. That is Allah, my Lord. In Him I trust, and to Him I turn.
Fatiru as-samawati wal-ard, ja'ala lakum min anfusikum azwajan wa mina al-an'ami azwajan yadhra'ukum fih, laysa kamithlihi shay'un wa huwa as-Sami'u al-Basir
Originator of the heavens and the earth. He made mates for you from among yourselves, and mates among the livestock, multiplying you by this means. There is nothing like Him, and He is the Hearing, the Seeing.
Lahu maqalidu as-samawati wal-ard, yabsutu ar-rizqa liman yasha'u wa yaqdir, innahu bikulli shay'in 'alim
To Him belong the keys of the heavens and the earth. He extends provision to whom He wills and restricts it. He knows all things.
Shara'a lakum mina ad-dini ma wassa bihi Nuhan walladhi awhayna ilayka wa ma wassayna bihi Ibrahima wa Musa wa 'Isa, an aqimu ad-dina wa la tatafarraqu fih, kabura 'ala al-mushrikina ma tad'uhum ilayh, Allahu yajtabi ilayhi man yasha'u wa yahdi ilayhi man yunib
He established for you the religion He enjoined on Nuh, and what We revealed to you, and what We enjoined on Ibrahim and Musa and 'Isa. That you establish the religion and do not divide in it. What you call the idolaters to is hard on them. Allah selects for Himself whom He wills, and guides to Himself whoever turns back.
Wa ma tafarraqu illa min ba'di ma ja'ahumu al-'ilmu baghyan baynahum, wa lawla kalimatun sabaqat min Rabbika ila ajalin musamman laqudiya baynahum, wa inna alladhina urithu al-kitaba min ba'dihim lafi shakkin minhu murib
They did not divide except after knowledge came to them, out of envy among themselves. Were it not for a word already given by your Lord for a fixed term, the matter between them would have been settled. Those who inherited the Book after them are in deep doubt about it.
Falidhalika fad'u wastaqim kama umirt, wa la tattabi' ahwa'ahum, wa qul amantu bima anzala Allahu min kitab, wa umirtu li a'dila baynakum, Allahu Rabbuna wa Rabbukum, lana a'maluna wa lakum a'malukum, la hujjata baynana wa baynakum, Allahu yajma'u baynana wa ilayhi al-masir
So call to that and stand firm as you were commanded. Do not follow their desires, and say: I believe in whatever Book Allah sent down, and I was commanded to be just among you. Allah is our Lord and your Lord. We have our deeds and you have yours. There is no argument between us and you. Allah will gather us, and to Him is the return.
Walladhina yuhajjuna fi Allahi min ba'di mastujiba lahu hujjatuhum dahidatun 'inda Rabbihim wa 'alayhim ghadabun wa lahum 'adhabun shadid
Those who argue about Allah after He has been answered, their argument is void with their Lord. Anger is upon them, and they will have a severe punishment.
Allah is the one who sent down the Book with the truth, and the balance. What will make you know, perhaps the Hour is near.
Yasta'jilu biha alladhina la yu'minuna biha, walladhina amanu mushfiquna minha wa ya'lamuna annaha al-haqq, ala inna alladhina yumaruna fi as-Sa'ati lafi dalalin ba'id
Those who do not believe in it want it hurried. Those who believe are wary of it and know it is the truth. Those who dispute about the Hour have strayed far.
Allahu latifun bi'ibadihi yarzuqu man yasha'u wa huwa al-Qawiyyu al-'Aziz
Allah is gentle with His servants. He provides for whom He wills, and He is the Strong, the Exalted in Might.
Man kana yuridu hartha al-akhirati nazid lahu fi harthih, wa man kana yuridu hartha ad-dunya nu'tihi minha wa ma lahu fi al-akhirati min nasib
Whoever desires the harvest of the Hereafter, We increase for him in his harvest. Whoever desires the harvest of this world, We give him from it, and he has no share in the Hereafter.
Am lahum shuraka'u shara'u lahum mina ad-dini ma lam ya'dhan bihi Allah, wa lawla kalimatu al-fasli laqudiya baynahum, wa inna az-zalimina lahum 'adhabun alim
Or do they have partners who established for them a religion Allah did not permit? Were it not for the word of decision, the matter between them would have been settled. The wrongdoers will have a painful punishment.
Tara az-zalimina mushfiqina mimma kasabu wa huwa waqi'un bihim, walladhina amanu wa 'amilu as-salihati fi rawdati al-jannati lahum ma yasha'una 'inda Rabbihim, dhalika huwa al-fadlu al-kabir
You will see the wrongdoers afraid of what they earned, and it will fall upon them. Those who believed and did righteous deeds will be in the meadows of the Gardens. They will have whatever they wish with their Lord. That is the great bounty.
Dhalika alladhi yubashshiru Allahu 'ibadahu alladhina amanu wa 'amilu as-salihat, qul la as'alukum 'alayhi ajran illa al-mawaddata fi al-qurba, wa man yaqtarif hasanatan nazid lahu fiha husna, inna Allaha Ghafurun Shakur
That is the good news Allah gives to His servants who believed and did righteous deeds. Say: I do not ask you for it any payment, except affection among kin. Whoever earns a good deed, We increase its goodness for him. Allah is Forgiving and Appreciative.
Am yaquluna iftara 'ala Allahi kadhiban, fa in yasha'i Allahu yakhtim 'ala qalbik, wa yamhu Allahu al-batila wa yuhiqqu al-haqqa bikalimatih, innahu 'alimun bidhati as-sudur
Or do they say he invented a lie about Allah? If Allah willed, He could seal your heart. Allah erases falsehood and establishes the truth by His words. He knows what is inside the chests.
He is the one who accepts repentance from His servants, and pardons bad deeds, and knows what you do.
Wa yastajibu alladhina amanu wa 'amilu as-salihati wa yaziduhum min fadlih, wal-kafiruna lahum 'adhabun shadid
He answers those who believed and did righteous deeds, and increases them from His bounty. The deniers will have a severe punishment.
Wa law basata Allahu ar-rizqa li'ibadihi labaghaw fi al-ard, walakin yunazzilu biqadarin ma yasha', innahu bi'ibadihi khabirun basir
If Allah expanded the provision for His servants, they would transgress in the land. But He sends down by measure whatever He wills. He is aware of His servants and He sees them.
Wa huwa alladhi yunazzilu al-ghaytha min ba'di ma qanatu wa yanshuru rahmatah, wa huwa al-Waliyyu al-Hamid
He is the one who sends down the rain after they have despaired, and spreads out His mercy. He is the Protector, the Praiseworthy.
Wa min ayatihi khalqu as-samawati wal-ardi wa ma baththa fihima min dabbah, wa huwa 'ala jam'ihim idha yasha'u qadir
Among His signs is the creation of the heavens and the earth, and the living creatures He scattered through them. He is capable of gathering them whenever He wills.
Whatever affliction strikes you is from what your hands earned, and He pardons much.
You cannot escape on the earth, and you have no protector and no helper besides Allah.
Wa min ayatihi al-jawari fi al-bahri kal-a'lam
Among His signs are the ships that run in the sea like mountains.
In yasha' yuskini ar-riha fayazlalna rawakida 'ala zahrih, inna fi dhalika la ayatin likulli sabbarin shakur
If He wills, He stills the wind and they lie motionless on its surface. In that are signs for everyone who is steadfast and grateful.
Aw yubiqhunna bima kasabu wa ya'fu 'an kathir
Or He wrecks them for what the people earned, and He pardons much.
And those who dispute about Our signs will know they have no escape.
Fama utitum min shay'in famata'u al-hayati ad-dunya, wa ma 'inda Allahi khayrun wa abqa lilladhina amanu wa 'ala Rabbihim yatawakkalun
Whatever you are given is the enjoyment of this life. What is with Allah is better and more lasting, for those who believed and rely on their Lord.
Walladhina yajtanibuna kaba'ira al-ithmi wal-fawahisha wa idha ma ghadibu hum yaghfirun
And those who avoid the major sins and the shameful deeds, and who forgive when they are angry.
Walladhina istajabu li-Rabbihim wa aqamu as-salata wa amruhum shura baynahum wa mimma razaqnahum yunfiqun
And those who answered their Lord and established the prayer, and their affair is consultation among themselves, and from what We have provided them they spend.
Walladhina idha asabahumu al-baghyu hum yantasirun
And those who defend themselves when tyranny strikes them.
The recompense for a wrong is a wrong like it. Whoever pardons and reconciles, his reward is upon Allah. He does not love the wrongdoers.
Whoever defends himself after being wronged, there is no case against them.
Innama as-sabilu 'ala alladhina yazlimuna an-nasa wa yabghuna fi al-ardi bighayri al-haqq, ula'ika lahum 'adhabun alim
The case is only against those who wrong people and commit outrage in the land without right. They will have a painful punishment.
Wa laman sabara wa ghafara inna dhalika lamin 'azmi al-umur
And whoever is patient and forgives, that is of the matters of firm resolve.
Wa man yudlili Allahu fama lahu min waliyyin min ba'dih, wa tara az-zalimina lamma ra'awu al-'adhaba yaquluna hal ila maraddin min sabil
Whoever Allah leaves astray has no protector after Him. You will see the wrongdoers, when they see the punishment, saying: is there any way back.
Wa tarahum yu'raduna 'alayha khashi'ina mina adh-dhulli yanzuruna min tarfin khafiyy, wa qala alladhina amanu inna al-khasirina alladhina khasiru anfusahum wa ahlihim Yawma al-Qiyamah, ala inna az-zalimina fi 'adhabin muqim
You will see them brought to it, humbled by disgrace, looking with a hidden glance. Those who believed will say: the losers are the ones who lost themselves and their families on the Day of Resurrection. The wrongdoers are in lasting punishment.
Wa ma kana lahum min awliya'a yansurunahum min duni Allah, wa man yudlili Allahu fama lahu min sabil
They will have no protectors to help them besides Allah. Whoever Allah leaves astray has no way.
Istajibu li-Rabbikum min qabli an ya'tiya Yawmun la maradda lahu mina Allah, ma lakum min malja'in yawma'idhin wa ma lakum min nakir
Answer your Lord before a Day comes from Allah that cannot be turned back. You will have no refuge that day, and no way to deny.
Fa in a'radu fama arsalnaka 'alayhim hafizan, in 'alayka illa al-balagh, wa inna idha adhaqna al-insana minna rahmatan fariha biha, wa in tusibhum sayyi'atun bima qaddamat aydihim fa inna al-insana kafur
If they turn away, We did not send you as a keeper over them. Your duty is only to deliver. When We let man taste mercy from Us, he rejoices in it. And when something bad strikes them for what their own hands sent ahead, man is ungrateful.
Lillahi mulku as-samawati wal-ard, yakhluqu ma yasha', yahabu liman yasha'u inathan wa yahabu liman yasha'u adh-dhukur
To Allah belongs the dominion of the heavens and the earth. He creates what He wills. He gives daughters to whom He wills and sons to whom He wills,
Aw yuzawwijuhum dhukranan wa inatha, wa yaj'alu man yasha'u 'aqiman, innahu 'Alimun Qadir
or He pairs them, sons and daughters, and He makes barren whom He wills. He is Knowing and Capable.
Wa ma kana libasharin an yukallimahu Allahu illa wahyan aw min wara'i hijabin aw yursila rasulan fayuhiya bi-idhnihi ma yasha', innahu 'Aliyyun Hakim
It is not for a human being that Allah should speak to him except by revelation, or from behind a veil, or by sending a messenger who reveals by His permission what He wills. He is the Most High, the Wise.
Wa kadhalika awhayna ilayka ruhan min amrina, ma kunta tadri ma al-kitabu wa la al-iman, walakin ja'alnahu nuran nahdi bihi man nasha'u min 'ibadina, wa innaka latahdi ila siratin mustaqim
In this way We revealed to you a spirit from Our command. You did not know what the Book was, nor the faith. But We made it a light by which We guide whom We will of Our servants. And you guide to a straight path,
Sirati Allahi alladhi lahu ma fi as-samawati wa ma fi al-ard, ala ila Allahi tasiru al-umur
the path of Allah, to whom belongs whatever is in the heavens and whatever is in the earth. All matters return to Allah.
The Tafsir · The Breakdown
What The Surah Means
Overview
Surah Ash-Shura is fifty-three verses, chapter 42, Makki. It is named after one word inside a list, in verse 38, where the affairs of the believers are described as conducted by consultation among themselves. The naming of the chapter after that clause is the Quran assigning weight.
The surah also contains the cleanest statement of divine transcendence in the Book, in verse 11, and the most useful diagnosis available for a man reading his own circumstances, in verses 27 and 30.
Nothing is like Him. And their affair is consultation among themselves.
Verses 11–20 · Nothing Like Him, and Two Harvests
There is nothing like Him, and He is the Hearing, the Seeing.
Laysa kamithlihi shay'un wa huwa as-sami'u al-basir: the negation and the affirmation are in one line. Nothing resembles Him, and He hears and sees. The verse refuses both the comparison and the absence.
Shara'a lakum mina ad-dini ma wassa bihi Nuhan: He established for you the religion He enjoined on Nuh, and what We revealed to you, and what We enjoined on Ibrahim, Musa, and Isa. An qimu ad-dina wa la tatafarraqu fih. That you establish the religion and do not divide in it. The continuity is stated as a list of names and the prohibition is on fracturing.
Wa ma tafarraqu illa min ba'di ma ja'ahumu al-'ilm baghyan baynahum: they did not divide except after knowledge came to them, out of envy among themselves. The cause of division is named, and it is not doctrine.
Man kana yuridu hartha al-akhirati nazid lahu fi harthih, wa man kana yuridu hartha ad-dunya nu'tihi minha wa ma lahu fi al-akhirati min nasib: whoever desires the harvest of the Hereafter, We increase for him in his harvest. Whoever desires the harvest of this world, We give him from it, and he has no share in the Hereafter. Both men receive. One receives an increase and the other receives a portion.
Both harvests are real and both are given. Only one of them is increased.
Verses 23–36 · What Is Earned, and What Is Held
Say: I do not ask you for it any payment, except affection among kin.
Qul la as'alukum 'alayhi ajran illa al-mawaddata fi al-qurba: the mufassirun differ on the exact referent, and Ibn Kathir carries al-Bukhari's narration from Ibn Abbas reading it as ties of kinship between the Prophet ﷺ and the tribes he was addressing. The structure is the same in every reading. No fee, one relational request.
Wa law basata Allahu ar-rizqa li'ibadihi labaghaw fi al-ard: if Allah expanded the provision for His servants, they would transgress in the land. Wa lakin yunazzilu biqadarin ma yasha'. But He sends down by measure whatever He wills. The restraint on your income is described as protection rather than as withholding.
Wa ma asabakum min musibatin fabima kasabat aydikum wa ya'fu 'an kathir: whatever affliction strikes you is from what your hands earned, and He pardons much. Both halves belong together, and the second half is larger than the first.
Fama utitum min shay'in famata'u al-hayati ad-dunya, wa ma 'inda Allahi khayrun wa abqa lilladhina amanu wa 'ala Rabbihim yatawakkalun: whatever you are given is the enjoyment of this life, and what is with Allah is better and more lasting. Khayrun wa abqa. Better and longer lasting, which are two separate claims about the same thing.
Your provision is measured because expansion would ruin you. And He pardons much more than He recompenses.
Verses 37–53 · Consultation, and the Firm Resolve
And their affair is consultation among themselves, and from what We have provided them they spend.
Wa amruhum shura baynahum: the clause sits inside a list of the qualities of the believers, between avoiding major sins and forgiving when angry on one side, and establishing prayer and spending on the other. Consultation is filed as a spiritual quality, not as a management technique.
Walladhina idha asabahumu al-baghyu hum yantasirun: and when tyranny strikes them, they defend themselves. The list includes self defense, which sits directly before the verses on pardon and does not cancel them.
Wa jaza'u sayyi'atin sayyi'atun mithluha, faman 'afa wa aslaha fa ajruhu 'ala Allah: the recompense for a wrong is a wrong like it, so whoever pardons and reconciles, his reward is upon Allah. The right to respond is granted and the higher option is priced by naming who pays for it.
Wa laman sabara wa ghafara inna dhalika lamin 'azmi al-umur: and whoever is patient and forgives, that is of the matters of firm resolve. Patience and pardon are classified as strength, in the same vocabulary used for the prophets of firm resolve.
Yahabu liman yasha'u inathan wa yahabu liman yasha'u adh-dhukur: He gives daughters to whom He wills and sons to whom He wills, and makes some barren. The passage on children is stated as pure distribution, in a culture that read the outcome as a verdict on the man.
Wa innaka latahdi ila siratin mustaqim: and you guide to a straight path. The surah closes on the guiding, after establishing that nothing is like Him.
Consult, defend when attacked, and know that pardoning is filed under firm resolve rather than under softness.

Verses 36–43The QualitiesConsultation, spending, self defense against tyranny, and pardon classified as firm resolve.

Why This Surah Is For You
Verse 38 puts consultation in a list of spiritual qualities, between forgiveness and prayer. Not as a governance tool. As a trait of a believing man. Anyone who leads and decides alone is failing a verse that the chapter is named after.
Verse 27 is the answer to the question of why the number is not higher. If He expanded the provision, they would transgress. The ceiling on your income is described as a protective measure, calibrated, and specific to you.
Verse 30 has two halves and most men quote one. What strikes you is from what your hands earned, and He pardons much. If the first half were the whole verse, nobody would survive the arithmetic.
Verse 43 files patience and pardon under 'azm al-umur, the matters of firm resolve. The same root used for the prophets of firm resolve in Al-Ahqaf. This is the Quran refusing to let forgiveness be classified as weakness.
The Practice · Daily Integration
Fifty-Three Verses. Consult, Then Decide.
Put one decision this week through actual consultation, not announcement. Verse 38 names the chapter.
When income is restrained, read verse 27 before you read the spreadsheet.
Use verse 30 whole. What arrived is earned, and what was pardoned is more than what arrived.
Price a pardon this week. Verse 40 says the reward for it is upon Allah, which tells you who is covering the cost.
Nothing is like Him. Their affair is consultation, and the pardon is filed under firm resolve.
