The Surah · Verses 44 to 91
Alam tara ilal ladhina utu nasibam minal Kitabi yashtarunad dalalata wa yuriduna an tadillus sabil
Have you not seen those given a portion of the Book, buying error and wanting you to lose the way.
Wallahu a'lamu bi a'da'ikum, wa kafa billahi waliyyan wa kafa billahi nasira
And Allah knows your enemies best. And Allah is enough as a protector, and Allah is enough as a helper.
Among those who are Jews are some who displace words from their places and say, we hear and we disobey, and hear, may you not hear, and ra'ina, twisting with their tongues and attacking the religion. And if they had said, we hear and we obey, and hear us, and look at us, it would have been better for them and more upright. But Allah cursed them for their disbelief, so they do not believe except a little.
Ya ayyuha ladhina utu Kitaba aminu bima nazzalna musadiqallima ma'akum min qabli an natmisa wujuhan fanaruddaha 'ala adbariha aw nal'anahum kama la'anna Ashabas Sabt, wa kana amrul lahi maf'ula
You who were given the Book, believe in what We have sent down, confirming what is with you, before We erase faces and turn them backward, or curse them as We cursed the people of the Sabbath. And the command of Allah is carried out.
Innal laha la yaghfiru ay yushraka bihi wa yaghfiru ma duna dhalika limay yasha', wa may yushrik billahi faqadif tara isman 'azima
Allah does not forgive that anything be associated with Him, and He forgives what is less than that for whom He wills. And whoever associates anything with Allah has invented a great sin.
Alam tara ilal ladhina yuzakkuna anfusahum, balil lahu yuzakki may yasha'u wa la yuzlamuna fatila
Have you not seen those who claim purity for themselves. Rather Allah purifies whom He wills, and they will not be wronged by the thread of a date stone.
Unzur kayfa yaftaruna 'alal lahil kazib, wakafa bihi ismamm mubina
Look how they invent lies against Allah. And that is enough as a clear sin.
Alam tara ilal ladhina 'utu nasibam minal kitabi yu'minuna bil Jibti wat Taghuti wa yaquluna lilladhina kafaru ha ula'i ahda minal ladhina amanu sabila
Have you not seen those given a portion of the Book, believing in false objects and in the false authority, and saying of those who disbelieved, these are better guided in way than those who believed.
Ula'ikal ladhina la'ana humul lahu wa may yal'anil lahu falan tajida lahu nasira
Those are the ones Allah has cursed. And whoever Allah curses, you will find no helper for him.
Am lahum nasibum minal mulki fa izal la yu'tunan nasa naqira
Or do they have a share of the kingdom. Then they would not give people the speck on a date stone.
Am yahsudunan nasa 'ala ma atahumul lahu min fadlihi faqad atayna Aala Ibrahimal Kitaba wal Hikmata wa ataynahum mulkan 'azima
Or do they envy people for what Allah has given them of His bounty. We gave the family of Ibrahim the Book and the wisdom, and We gave them a great kingdom.
Faminhum man amana bihi wa minhum man sadda 'anh, wa kafa bi Jahannama sa'ira
So among them are those who believed in it, and among them are those who turned away from it. And Hell is enough as a blaze.
Innal ladhina kafaru bi Aayatina sawfa nuslihim Naran kullama nadijat juluduhum baddalnahum juludan ghayraha liyazuqul 'azab, innallaha kana 'Azizan Hakima
Those who disbelieved in Our signs, We will burn them in a Fire. Every time their skins are cooked through, We will replace them with other skins, so that they may taste the punishment. Allah is Mighty, Wise.
Walladhina amanu wa 'amilus salihati sanud khiluum jannatin tajri min tahtihal anharu khalidina fiha abada, lahum fiha azwajum mutahharatun wa nudkhiluhum zillan zalila
And those who believed and did righteous deeds, We will admit them into gardens with rivers flowing beneath them, remaining in them forever. For them in it are purified spouses. And We will admit them into a deep shade.
Innal laha yamurukum an tu'addul amanati ila ahliha wa iza hakamtum baynan nasi an tahkumu bil 'adl, innal laha ni'imma ya'izukum bih, innal laha kana Sami'am Basira
Allah commands you to return what is held in trust to its people, and when you judge between people, to judge with justice. Excellent is what Allah instructs you with. Allah is Hearing, Seeing.
Ya ayyuhal ladhina amanu ati'ul laha wa ati'ur Rasula wa ulil amri minkum fa in tanaza'tum fi shay'in farudduhu ilal lahi war Rasuli in kuntum tu'minuna billahi wal yawmil Aakhir, dhalika khayrun wa ahsanu tawila
You who believe, obey Allah and obey the Messenger and those in authority among you. And if you dispute over anything, refer it to Allah and the Messenger, if you believe in Allah and the Last Day. That is better and best in outcome.
Alam tara ilal ladhina yaz'umuna annahum armanu bima unzila ilayka wa ma unzila min qablika yuriduna ay yatahakamu ilat Taghuti wa qad umiru ay yakfuru bih, wa yuridush Shaytanu ay yudillahum dalalam ba'ida
Have you not seen those who claim they believe in what was sent down to you and what was sent down before you, wanting to take their disputes to the false authority, when they were ordered to reject it. And Satan wants to lead them far astray.
Wa iza qila lahum ta'alaw ila ma anzalallahu wa ilar Rasuli ra aytal munafiqina yasudduna 'anka sududa
And when it is said to them, come to what Allah has sent down and to the Messenger, you see the hypocrites turning away from you completely.
Fakayfa iza asabathum musibatum bima qaddamat aydihim summa ja'uka yahlifuna billahi in aradna illa ihsanan wa tawfiqa
So how will it be when a disaster strikes them for what their hands sent ahead, and then they come to you swearing by Allah, we wanted only good and reconciliation.
Those are the ones Allah knows what is in their hearts. So turn away from them, and instruct them, and say to them, about themselves, a penetrating word.
Wa ma arsalna mir Rasulin illa liyuta'a bi iznil lah, wa law annahum 'iz zalamu anfusahum ja'uka fastaghfarul laha wastaghfara lahumur Rasulu la wajadul laha Tawwabar Rahima
And We sent no messenger except to be obeyed by the permission of Allah. And if, when they wronged themselves, they had come to you and asked forgiveness of Allah, and the Messenger had asked forgiveness for them, they would have found Allah Accepting of repentance, Merciful.
But no, by your Lord, they will not believe until they make you the judge of what is disputed between them, then find no discomfort in themselves about what you decided, and submit completely.
Wa law anna katabna 'alayhim aniq tulu anfusakum awikh ruju min diyarikum ma fa'aluhu illa qalilum minhum wa law annahum fa'alu ma yu'azuna bihi lakana khayral lahum wa ashadda tasbita
And if We had written for them, kill yourselves or leave your homes, they would not have done it, except a few of them. And if they had done what they were instructed with, it would have been better for them and stronger in making them firm.
And then We would have given them a great reward from Ourselves.
Wa lahadaynahum Siratam mustaqima
And We would have guided them to a straight path.
Wa may yuti'il laha war Rasula fa ula'ika ma'al ladhina an'amal lahu 'alayhim minan nabiyyina wassiddiqina washshuhada'i wassalihin, wa hasuna ula'ika rafiqa
And whoever obeys Allah and the Messenger, those are with the ones Allah has favored, of the prophets and the truthful and the witnesses and the righteous. And excellent are those as company.
Zalikal fadlu minal lah, wa kafa billahi 'Alima
That is the bounty from Allah. And Allah is enough as a knower.
Ya ayyuhal ladhina amanu khuzu hizrakum fanfiru subayn awin firu jami'a
You who believe, take your precaution, and go out in groups or go out all together.
Wa inna minkum lamal la yubatti'anna fa in asabatkum musibatun qala qad an'amal lahu 'alayya iz lam akum ma'ahum shahida
And among you is one who lags behind. Then if a disaster strikes you he says, Allah has favored me, since I was not present with them.
And if bounty from Allah reaches you, he will say, as though there had been no affection between you and him, if only I had been with them, so I could have won a great victory.
Falyuqatil fi sabilil lahil ladhina yashrunal hayatad dunya bil Aakhirah, wa may uqatil fi sabilil lahi fa yuqtal aw yaghlib fasawfa nu'tihi ajran 'azima
So let them fight in the way of Allah who sell the life of this world for the Hereafter. And whoever fights in the way of Allah and is killed or prevails, We will give him a great reward.
Wa ma lakum la tuqatiluna fi sabilil lahi walmustad'afina minar rijali wannisa'i walwildanil ladhina yaquluna Rabbana akhrijna min hazihil qaryatiz zalimi ahluha waj'al lana mil ladunka waliyan waj'al lana mil ladunka nasira
And what is with you that you do not fight in the way of Allah, and for the oppressed among the men and the women and the children, who say, our Lord, take us out of this town whose people are wrongdoers, and appoint for us from Yourself a protector, and appoint for us from Yourself a helper.
Allazina amanu yuqatiluna fi sabilil lahi walladhina kafaru yuqatiluna fi sabilit Taghut faqatilu awliya'ash Shaytan, inna kaydash Shayrani kana da'ifa
Those who believed fight in the way of Allah, and those who disbelieved fight in the way of the false authority. So fight the allies of Satan. The plan of Satan is weak.
Alam tara ilal ladhina qila lahum kuffu aydiyakum wa aqimus Salata w atuz Zakata falamma kutiba 'alayhimul qitalu iza fariqum minhum yakhshawnnan nasa kakhashyatil lahi aw ashadda khashyah, wa qalu Rabbana lima katabta 'alaynal qitala law la akhkhartana ila ajalin qarib, qul mata'ud dunya qalilun wal Aakhiratu khayrul limanit taqa wa la tuzlamuna fatila
Have you not seen those who were told, hold back your hands and establish the prayer and give the zakah. Then when fighting was written for them, a group of them feared people as they fear Allah, or with greater fear. And they said, our Lord, why have You written fighting for us. If only You had delayed us for a short term. Say, the enjoyment of this world is little, and the Hereafter is better for whoever is conscious of Allah. And you will not be wronged by the thread of a date stone.

Wherever you are, death will reach you, even if you were in towers built high. And if good reaches them they say, this is from Allah. And if something bad reaches them they say, this is from you. Say, all of it is from Allah. So what is with these people that they hardly understand any statement.
Ma asabaka min hasanatin faminal lahi wa ma asabaka min sayyi'atin famin nafsik, wa arsalnaka linnasi Rasula, wa kafa billahi Shahida
Whatever good reaches you is from Allah, and whatever bad reaches you is from yourself. And We sent you to people as a messenger. And Allah is enough as a witness.
Man yuti'ir Rasula faqad ata'al laha wa man tawalla fama arsalnaka 'alayhim hafiza
Whoever obeys the Messenger has obeyed Allah. And whoever turns away, We did not send you as a keeper over them.
Wa yaquluna ta'antun fa iza barazu min 'indika bayyata ta'ifatum minhum ghayral ladhi taqulu wallahu yaktubu ma yubayyituna fa'rid 'anhum wa tawakkal 'alal lah, wa kafa billahi Wakila
And they say, obedience. Then when they leave you, a group of them plans by night other than what you say. And Allah records what they plan by night. So turn away from them and rely on Allah. And Allah is enough as a trustee.
Afala yatadabbarunal Qur'an, wa law kana min 'indi ghayril lahi la wajadu fi hikh tilafan kasira
Do they not turn the Quran over. And if it had been from other than Allah, they would have found much inconsistency in it.

And when a matter of security or fear comes to them, they spread it. And if they had referred it to the Messenger and to those in authority among them, those among them who draw out the meaning would have known it. And if not for the bounty of Allah upon you and His mercy, you would have followed Satan, except a few.
Faqatil fi sabilil lahi la tukallafu illa nafsaka wa harridil mu'minina 'asallahu ay yakuffa basalladhina kafaru, wallahu ashaddu basan wa ashaddu tanakila
So fight in the way of Allah. You are not held responsible except for yourself. And urge the believers. Perhaps Allah will restrain the force of those who disbelieved. And Allah is stronger in force and stronger in punishment.
May yashfa' shafa'atan hasanatay yakul lahu nasibum minha wa may yashfa' shafa'tan sayyi'atanny-yakul lahu kiflum minha, wa kanal lahu 'ala kulli shay'im Muqita
Whoever intercedes with a good intercession will have a share of it. And whoever intercedes with a bad intercession will have a portion of it. And Allah is a Keeper over everything.
Wa iza huyyitum bitahiy yatin fahayyu bi ahsana minha aw rudduha, innal laha kana 'ala kulli shay'in Hasiba
And when you are greeted with a greeting, greet with better than it, or return it. Allah takes account of everything.
Allah, there is no god except Him. He will gather you to the Day of Standing, in which there is no doubt. And who is more truthful than Allah in speech.
Fama lakum filmuna afiqina fi'atayni wallahu arkasahum bima kasabu, aturiduna an tahdu man adallal lahu wa mmay yudlilil lahu falan tajida lahu sabila
So what is with you that you are two groups concerning the hypocrites, when Allah has turned them back for what they earned. Do you want to guide those Allah has let go astray. And whoever Allah lets go astray, you will find no way for him.

They wish you would disbelieve as they disbelieved, so you would be equal. So do not take allies from among them until they migrate in the way of Allah. And if they turn away, seize them and kill them wherever you find them. And do not take from among them any ally or helper.

Except those who reach a people between you and whom there is a treaty, or who come to you with their chests constricted about fighting you or fighting their own people. And if Allah had willed He would have given them power over you and they would have fought you. So if they withdraw from you and do not fight you and offer you peace, then Allah has given you no way against them.

You will find others who want to be safe from you and safe from their own people. Every time they are returned to temptation, they are plunged into it. So if they do not withdraw from you and offer you peace and hold back their hands, then seize them and kill them wherever you come upon them. And over those We have given you clear authority.
The Tafsir · The Breakdown
What This Part Means
Overview
Return the Trusts.
Two verses sit at the centre of this passage and between them they describe how a society is supposed to work.
Verse 58: return what is held in trust to its people, and when you judge between people, judge with justice. Trust and judgment. Everything a person holds that belongs to someone else, and every decision a person makes about someone else.
Verse 59: obey Allah, obey the Messenger, and those in authority among you. And if you dispute over anything, refer it back. Authority is granted and then immediately given a limit and an appeal.
Around those two verses, the passage handles men who claim their own purity, men who think the wrong side is better guided, men who lag behind a difficult task and then congratulate themselves when it goes badly, and men who take their disputes to whichever authority they expect to rule in their favour.
It contains the verse most often cited on how to read the Quran, verse 82, and it does not say read it. It says turn it over.
And it contains the oath at verse 65, which is the strictest definition of belief in the chapter, and which sets a standard almost nobody meets on the first attempt.
Verses 44 to 59
Judge With Justice.
Verse 46 records a form of mockery that is worth understanding because it still exists. They said sami’na wa asayna, we hear and we disobey, when the correct phrase was sami’na wa ata’na, we hear and we obey. One consonant apart. And ra’ina, a word that means look at us and, twisted slightly, means something insulting. The verse describes it precisely: twisting with their tongues and attacking the religion. Deniability built into the wording, so that the speaker can always claim he said the innocent thing.
Verse 48 states the one boundary. Allah does not forgive that anything be associated with Him, and He forgives what is less than that for whom He wills. Everything on the near side of that line is inside the range of forgiveness, and the verse leaves the range deliberately unquantified.
Verse 49 catches a specific habit and it is not a religious one only. Those who claim purity for themselves. The correction is not that they are impure. It is that the assessment is not theirs to issue. Rather Allah purifies whom He wills. And then the measurement clause: they will not be wronged by a fatil, the thin thread running along the groove of a date stone. The Quran uses these tiny agricultural measures three times in this chapter, and each time the point is that the accounting is finer than any grievance.
Verse 53 uses the other one. Or do they have a share of the kingdom. Then they would not give people a naqir, the speck in the pit of a date. If these men held power, they would not part with something that small. It is a judgment about character delivered through the smallest object available.
Verse 54 then names the actual engine. Or do they envy people for what Allah has given them of His bounty. The objection was never doctrinal. It was that the gift went to somebody else.
Verse 58 is one of the most complete social instructions in the Quran, and it was revealed about a specific act: the return of the key of the Kabah to Uthman ibn Talha on the day Makkah was taken, when the Prophet, peace be upon him, could have kept it and gave it back to the man who held it. Al-Jalalayn records that occasion of revelation, and Ibn Kathir reports it as well from Ibn Abbas.
Verse 59 is worth reading grammatically. Obey Allah, and obey the Messenger, and those in authority among you. The verb is repeated before the Messenger and is not repeated before those in authority. Scholars have long read the omission as deliberate: the obedience owed to human authority is not independent, it runs through the first two. And the second half of the verse builds the appeal into the same sentence. If you dispute over anything, refer it to Allah and the Messenger. There is no version of this arrangement in which a man in authority is the final word.
Verses 60 to 79
No, By Your Lord.
Verse 60 describes forum shopping. Men who claim belief, and who want to take their dispute to the taghut, meaning whatever authority they expect will rule in their favour. The tell is not what they believe. It is which door they knock on when there is something at stake.
Verse 63 gives the Prophet, peace be upon him, three instructions for handling them, and the third is the interesting one. Turn away from them, and instruct them, and say to them, about themselves, a penetrating word. Qawlan baligha is speech that arrives. Not speech that is delivered. The measure is whether it landed, and the phrase about themselves means it is said privately, about their own condition, not announced.
Verse 65 is the strictest verse in the chapter. But no, by your Lord, they will not believe until they make you the judge of what is disputed between them, then find no discomfort in themselves about what you decided, and submit completely. Three conditions in ascending difficulty. Accept the ruling. Then feel no resistance to it inside yourself. Then submit fully. Most people manage the first. The verse locates belief at the third.
Verse 66 then removes an excuse before anyone offers it. If We had written for them, kill yourselves or leave your homes, they would not have done it, except a few. The demand actually made on them was nothing like that, and the verse quietly notes what would have happened if it had been.
Verse 69 gives the four ranks a person can end up among: the prophets, the truthful, the witnesses, and the righteous. And then a phrase that is more affectionate than anything else in the chapter: wa hasuna ula’ika rafiqa. And excellent are those as company. The reward for obedience is described as who you end up sitting with.
Verses 72 and 73 draw a portrait that anyone who has been in a group project will recognize. A man hangs back. If the thing goes badly, he says, Allah has favored me, since I was not present with them. And if it goes well, he says, if only I had been with them. The verse adds one clause that gives him away completely: as though there had been no affection between you and him. He speaks about their success like a stranger who missed an opportunity, not like a brother who is glad.
Verse 77 records a complaint that is uncomfortable because it is honest. Men who were told to hold back their hands, and who then, when fighting was prescribed, feared people as they fear Allah or more, and said, our Lord, why have You written fighting for us, if only You had delayed us for a short term. It is a prayer for postponement, and it is preserved in the Book without being disguised.
Verses 78 and 79 look like a contradiction and are not. Verse 78 says, when they blame you for their misfortune, say all of it is from Allah, which is true at the level of decree. Verse 79 then says, whatever bad reaches you is from yourself, which is true at the level of cause. One verse settles who is in control. The next settles who is responsible. Both are needed, and a person who holds only one of them ends up either fatalistic or arrogant.
Verses 80 to 91
Turn the Quran Over.
Verse 82 is quoted constantly and its verb is usually softened. Afala yatadabbarun al-Quran. Tadabbur is not reading and it is not reciting. The root is dubur, the back or the rear of a thing, and the verb means to follow something to its end, to turn a matter over and consider what is behind it. The verse is asking why they will not do that work. And the argument it makes is falsifiable in principle: if it had been from other than Allah, they would have found much inconsistency in it. The invitation is to go looking.
Verse 83 is the earliest instruction on handling information in a crisis. When a matter of security or fear comes to them, they spread it. The failure named is the immediate transmission. And the remedy is procedural: refer it to the Messenger and to those in authority, because those among them who yastanbitunahu, who draw it out, would have known it. Istinbat is the word for drawing water up from a well. Some people can extract the meaning of a situation and most cannot, and the verse says the second group’s job is to route it to the first rather than to broadcast it.
Verse 84 says something to the Prophet, peace be upon him, that anyone carrying an unshared burden should hear. So fight in the way of Allah. You are not held responsible except for yourself. And urge the believers. He is told to go, told the account is his own, and told to keep calling others anyway, with no promise that they will come.
Verse 85 covers the ordinary meaning of intercession, putting in a word for someone. Whoever intercedes with a good intercession will have a share of it. And whoever intercedes with a bad one will have a portion of it. Recommending a man for a position, vouching for someone, opening a door: the verse says a portion of what follows is credited to the person who made the introduction, in both directions.
Verse 86 is the smallest command in the passage and the one most easily practised today. When you are greeted with a greeting, greet with better than it, or return it. Two options and no third. Matching is the floor. Improving is preferred. And Allah takes account of everything, placed at the end of a verse about saying hello.
And verses 89 to 91 must be read as one unit. Verse 89 is severe about a specific group in a specific war. Verse 90 then removes from that ruling anyone who reaches a people with whom there is a treaty, and anyone who comes with a constricted chest, unwilling to fight either side. And then the clause that governs the whole passage: so if they withdraw from you and do not fight you and offer you peace, then Allah has given you no way against them. Verse 91 repeats the same structure for a second group. In both cases the condition is stated twice and it is identical: withdrawal and an offer of peace end the matter. Anyone quoting verse 89 without verse 90 has removed the exception the text itself supplies one line later.
Structural Summary
Verses Forty-Four to Ninety-One. Return the Trusts.
Mockery built with deniability inside the wording. One boundary named, with everything on the near side left unquantified. Self-issued certificates of purity revoked. Character measured against the thread on a date stone. Envy named as the engine. Trust and judgment given in one verse. A verb repeated twice and withheld the third time. Forum shopping exposed by which door they knock on. Speech measured by whether it arrived. Belief located at the third of three conditions. A man who calls it a favour when others suffer. A prayer for postponement preserved without disguise. Decree and responsibility settled in consecutive verses. A verb that means to follow a thing to its back. Water drawn from a well as the image for extracting meaning. A burden carried without any promise of company. A greeting with only two acceptable answers. And an exception supplied one verse after the ruling.
The Practice · Daily Integration
Verses Forty-Four to Ninety-One. Do It Specifically.
One. Verse 58 orders the return of what is held in trust. Name one thing in your possession that is not yours: money, a borrowed item, information, an unreturned favour, a position you hold on someone else’s behalf. Return or discharge it this week.
Two. Verse 65 sets belief at the point where you feel no resistance to a ruling you did not choose. Take the ruling you accept outwardly and argue with inwardly. Sit with the second half honestly, and stop defending the resistance.
Three. Verse 86 gives two options for a greeting and no third. For one week, answer every greeting with something better than what you received, including from people you would normally answer briefly.
