The Surah · Verses 1 to 40
Ya aiyuhal lazina amanu awfu bil'uqud, uhillat lakum bahimatul an'ami illa ma yutla 'alaikum ghaira muhillis saidi wa antum hurum, innal laha yahkumu ma yurid
You who believe, fulfil the contracts. The grazing animals have been made lawful for you, except what is recited to you, without permitting the hunt while you are in the state of consecration. Allah decides what He wills.
You who believe, do not violate the symbols of Allah, nor the sacred month, nor the offering, nor the garlanded animals, nor those heading for the Sacred House seeking bounty from their Lord and His approval. And when you have come out of consecration, you may hunt. And let the hatred of a people who kept you from the Sacred Mosque not lead you into transgression. And help one another in goodness and consciousness of Allah, and do not help one another in sin and hostility. And be conscious of Allah. Allah is severe in punishment.
Hurrimat 'alaikumul maitatu waddamu wa lahmul khinziri wa ma uhilla lighiril lahi bihi walmun khani qatu wal mawquzatu wal mutarad diyatu wanna tihatu wa ma akalas sabu'u illa ma zakkaitum wa ma zubiha 'alan nusubi wa an tastaqsimu bil azlam, zalikum fisq, alyawma ya'isal lazina kafaru min dinikum fala takhshawhum wakh shawn, alyawma akmaltu lakum dinakum wa atmamtu 'alaikum ni'mati wa raditu lakumul Islama dina, famanidturra fi makhmasatin ghaira mutajanifil li ismin fa innallaha Ghafurur Rahim
Forbidden to you are dead meat, and blood, and the flesh of swine, and what has been dedicated to other than Allah, and the strangled, and the beaten to death, and the fallen, and the gored, and what a wild animal has eaten, except what you slaughter properly, and what is sacrificed on stone altars, and that you seek a decision by divining arrows. That is defiance. Today those who disbelieved have despaired of your religion, so do not fear them and fear Me. Today I have completed your religion for you and completed My favor upon you, and I have approved Islam for you as a religion. But whoever is forced by hunger, without inclining to sin, then Allah is Forgiving, Merciful.
Yas'alunaka maza uhilla lahum, qul uhilla lakumuttaiyibatu wa ma'allamtum minal jawarihi mukallibina tu'allimunahunnamimma 'allamakumul lahu fakulu mimma amsakna 'alaikum wazkurus mal lahi 'alaih, wattaqul lah, innal laha sari'ul hisab
They ask you what has been made lawful for them. Say, the good things have been made lawful for you, and what you have taught of hunting animals, training them as Allah has taught you. So eat from what they catch for you, and mention the name of Allah over it. And be conscious of Allah. Allah is swift in reckoning.

Today the good things have been made lawful for you. And the food of those given the Book is lawful for you, and your food is lawful for them. And the chaste women among the believers, and the chaste women among those given the Book before you, when you have given them their due, taking them in marriage, not in fornication and not taking secret lovers. And whoever rejects belief, his deed has collapsed, and in the Hereafter he is of the losers.
Ya aiyuhal lazina amanu iza qumtum ilas Salati faghsilu wujuhakum wa Aidiyakum ilal marafiqi wamsahu biru'usikum wa arjulakum ilal ka'bayn, wa in kuntum junuban fattahharu, wain kuntum marda aw'ala safarin aw ja'a ahadum minkum minal gha'iti aw lamastumunnisa'a falam tajidu ma'an fatayammamu sa'idan taiyiban famsahu biwujuhikum wa aidikum minh, ma yuridul lahu liyaj'ala 'alaikum min harajinw wa lakidy yuridu liyutahhirakum wa liyutimma m'matahu 'alaikum la'allakum tashkurun
You who believe, when you rise for the prayer, wash your faces and your arms to the elbows, and wipe your heads, and your feet to the ankles. And if you are in a state of major impurity, purify yourselves. And if you are ill or on a journey, or one of you has come from relieving himself, or you have touched women, and you do not find water, then take clean earth and wipe your faces and your hands with it. Allah does not want to place any hardship on you, but He wants to purify you and to complete His favor upon you, so that you may be grateful.
And remember the favor of Allah upon you, and His covenant which He bound you with, when you said, we have heard and we obey. And be conscious of Allah. Allah knows what is in the chests.
Ya aiyuhal lazina amanu kunu qawwa mina lillahi shuhada'a bilqist, wa la yajrimannakum shana anu qawmin 'ala alla ta'dilu, i'dilu, huwa aqrabu littaqwa wattaqul lah, innal laha khabirum bima ta'malun
You who believe, be upright for Allah, witnesses in justice. And let the hatred of a people not lead you to be unjust. Be just. That is nearer to consciousness of Allah. And be conscious of Allah. Allah is aware of what you do.
Wa'adal lahul lazina amanu wa 'amilus salihati lahum maghfiratunw wa ajrun 'azim
Allah has promised those who believed and did righteous deeds that for them is forgiveness and a great reward.
Wallazina kafaru wa kazzabu bi Aayatina ula'ika Ashabul Jahim
And those who disbelieved and called Our signs a lie, those are the companions of the blaze.
Ya aiyuhal lazina amanuz kuru ni'matallahi 'alaikum iz hamma qawmun ai yabsutu ilaikum aidiyahm fakaffa aidiyahum 'ankum wattaqullah, wa'alal lahi fal yatawakalil mu'minun
You who believe, remember the favor of Allah upon you, when a people intended to stretch out their hands against you and He held their hands back from you. And be conscious of Allah. And upon Allah let the believers rely.
And Allah took the covenant of the children of Israel, and We raised among them twelve chiefs. And Allah said, I am with you. If you establish the prayer and give the zakah and believe in My messengers and support them, and lend Allah a good loan, I will remove your bad deeds from you and admit you into gardens with rivers flowing beneath them. So whoever of you disbelieves after that has strayed from the even path.
Fabima naqdihim misaqahum la'annahum wa ja'alna qulubahum qasiyatany yuharrifunal kalima 'am mawadi'ihi wa nasu hazzam mimma zukkiru bih, wa la tazalu tattali'u 'ala kha'inatim minhum illa qalilam minhum fa'fu 'anhum wasfah, innal laha yuhibbul muhsinin
So for their breaking of their covenant We cursed them and made their hearts hard. They displace words from their places, and they forgot a portion of what they were reminded of. And you will not stop discovering treachery from them, except a few of them. So pardon them and overlook. Allah loves those who do good.
Wa minal lazina qalu inna nasara akhazna misaqahum fanasu hazzam mimma zukkiru bihi fa aghraina binahumul 'adawata walbaghda'a ila yawmil Qiyamah, wa sawfa yunabbi'uhumul lahu bima kanu yasna'un
And from those who said, we are Christians, We took their covenant, and they forgot a portion of what they were reminded of. So We stirred up between them enmity and hatred until the Day of Standing. And Allah will tell them what they were doing.
Ya Ahlal kitabi qad ja'akum Rasuluna yubaiyinu lakum kasiram mimmma kuntum tukhfuna minal Kitabi wa ya'fu 'an kasir, qad ja'akum minal lahi nurunw wa Kitabum Mubin
People of the Book, Our Messenger has come to you, making clear to you much of what you were hiding of the Book, and passing over much. A light has come to you from Allah, and a clear Book.
Yahdi bihil lahu manit taba'a ridwanahu subulas salami wa yukhrijuhum minaz zulumati ilan nuri bi iznihi wa yahdihim ila Siratim Mustaqim
By it Allah guides whoever follows His approval to the ways of peace, and brings them out of the darknesses into the light by His permission, and guides them to a straight path.
Laqad kafaral lazina qalu innal laha huwal masihub nu Maryam, qul famany-yamliku minal lahi shai'an in arada ai yuhlikal Masihab na Maryama wa ummahu wa man fil ardi jami'a, wa lillahi mulkus samawati wal ardi wa ma bainahuma, yakhluqu ma yasha', wallahu 'ala kulli shai'in Qadir
Those who said that Allah is the Messiah son of Maryam have disbelieved. Say, who could hold anything back from Allah if He wanted to destroy the Messiah son of Maryam, and his mother, and everyone on the earth. And to Allah belongs the kingdom of the heavens and the earth and what is between them. He creates what He wills. And Allah is able to do all things.
Wa qalatil Yahudu wan Nasara nahnu abna'ul lahi wa ahibba'uh, qul falima yu'azzibukum bizunubikum bal antum basharum mimmman khalaq, yaghfiru limai yasha'u wa yu'azzibu mai yasha', wa lillahi mulkus samawati wal ardi wa ma bainahuma wa ilaihil masir
And the Jews and the Christians said, we are the children of Allah and His beloved. Say, then why does He punish you for your sins. Rather, you are human beings from among those He created. He forgives whom He wills and punishes whom He wills. And to Allah belongs the kingdom of the heavens and the earth and what is between them, and to Him is the destination.
Ya Ahlal Kitabi qad ja'akum Rasuluna yubaiyinu lakum 'ala fatratim minal Rusuli an taqulu ma ja'ana mim bashirinw wa la nazirin faqad ja'akum bashirunw wa nazir, wallahu 'ala kulli shai'in Qadir
People of the Book, Our Messenger has come to you making things clear, after a gap in the messengers, so that you would not say, no bringer of good news and no warner came to us. A bringer of good news and a warner has come to you. And Allah is able to do all things.
And when Musa said to his people, my people, remember the favor of Allah upon you, when He placed prophets among you and made you kings and gave you what He had not given anyone in the worlds.
My people, enter the holy land which Allah has written for you, and do not turn back on your heels, or you will turn back as losers.
Qalu ya Musa inna fiha qawman jabbarina wa inna lan nadkhulaha hatta yakhruju minha fa iny yakhruju minha fa inna dakhilun
They said, Musa, there are people of great strength in it, and we will not enter it until they leave it. If they leave it, then we will enter.
Qala rajulani minal lazina yakhafuna an'amal lahu 'alaihimad khulu 'alaihimul bab, fa iza dakhaltumuhu fa innakum ghalibun, wa 'alal lahi fatawakkalu in kuntum mu'minin
Two men from among those who feared, on whom Allah had bestowed favor, said, enter upon them through the gate. When you enter it, you will be the winners. And rely on Allah, if you are believers.
Qalu ya Musa inna lan nadkhulaha abadam ma damu fiha fazhab anta wa Rabbuka faqatila inna hahuna qa'idun
They said, Musa, we will never enter it as long as they are in it. So go, you and your Lord, and fight. We are sitting here.
He said, my Lord, I control only myself and my brother. So separate between us and the defiantly disobedient people.
Qala fa innaha muhar ramatun 'alaihim arba'ina sanah, yatihuna fil ard, fala tasa 'alal qawmil fasiqin
He said, then it is forbidden to them for forty years, wandering in the land. So do not grieve over the defiantly disobedient people.
Watlu 'alaihim naba abnai Aadama bilhaqq, iz qarraba qurbanan fatuqubbila min ahadihima wa lam yutaqabbal minal akhari qala la aqtulannnaka qala innama yataqabbalul lahu minal muttaqin
And recite to them the account of the two sons of Adam in truth, when they each offered an offering, and it was accepted from one of them and not accepted from the other. He said, I will kill you. He said, Allah only accepts from those conscious of Him.
La'im basatta ilaiya yadaka litaqtulani ma ana bibasitiny yadiya ilaika li aqtulaka inni akhaful laha Rabbal 'alamin
If you stretch out your hand against me to kill me, I will not stretch out my hand against you to kill you. I fear Allah, Lord of all worlds.
Ini uridu an tabu'a bi ismi wa ismika fatakuna min Ashabin Nar, wa zalika jaza'uz zalimin
I want you to carry my sin and your sin, and be of the companions of the Fire. And that is the payment of the wrongdoers.
Fatawwa'at lahu nafsu hu qatla akhihi faqatalahu fa asbaha minal khasirin
So his soul made the killing of his brother easy for him, and he killed him, and he became of the losers.
Faba'asal lahu ghurabai yabhasu fil ardi liyuriyahu kaifa yuwari sawata akhih, qala ya wailata a'ajaztu an akuna misla hazal ghurabi fa uwariya saw ata akhi fa asbaha minan nadimin
Then Allah sent a crow scratching in the ground, to show him how to cover the body of his brother. He said, woe to me, was I unable to be like this crow and cover the body of my brother. And he became of the regretful.
Min ajli zalika katabna 'ala Bani Isra'ila annahu man qatala nafsam bighairi nafsin aw fasadin fil ardi faka annama qatalan nasa jami'anw wa man ahyaha faka annama ahyan nasa jami'a, wa laqad ja'at hum Rusuluna bilbaiyinati summa inna kasiram minhum ba'da zalika fil ardi lamusrifun
Because of that We wrote for the children of Israel that whoever kills a soul, other than for a soul or for corruption in the land, it is as though he killed all people. And whoever saves one, it is as though he saved all people. And Our messengers came to them with clear proofs, then many of them, after that, went to excess in the land.
Innama jaza'ul lazina yuharibunal laha wa Rasulahu wa yas'awna fil ardi fasadan ai yuqattalu aw yusallabu aw tuqatta'a aidihim wa arjuluhum min khilafin aw yunfaw minalard, zalika lahum khizyun fid dunya wa lahum fil Aakhirati 'azabun 'azim
The payment of those who wage war against Allah and His Messenger and strive to cause corruption in the land is that they be killed, or crucified, or their hands and feet cut off on opposite sides, or that they be exiled from the land. That is disgrace for them in this world, and in the Hereafter they will have a great punishment.
Illal lazina tabu min qabli an taqdiru 'alaihim fa'lamu annnal laha Ghafurur Rahim
Except those who repent before you have power over them. So know that Allah is Forgiving, Merciful.
You who believe, be conscious of Allah and seek the means to Him, and struggle in His way, so that you may succeed.
Innal lazina kafaru law anna lahum ma fil ardi jami'anw wa mislahu ma'ahu liyaftadu bihi min 'azabi Yawmil Qiyamati ma tuqubbila minhum wa lahum azabun alim
Those who disbelieved, if they had everything on the earth and the like of it with it, to ransom themselves with it from the punishment of the Day of Standing, it would not be accepted from them. And they will have a painful punishment.
Yuriduna ai yakhruju minan Nari wa ma hum bikhari jina minha wa lahum 'azabum muqim
They will want to come out of the Fire, and they will not come out of it. And they will have a lasting punishment.
Wassariqu qassariqatu faqta'u aidiyahumma jaza'am bima kasaba nakalam minal lah, wallahu 'Azizun hakim
And the thief, male and female, cut off their hands, as payment for what they earned, an exemplary punishment from Allah. And Allah is Mighty, Wise.
Faman taba mim ba'di zulmihi wa aslaha fa innal laha yatubu 'alaih, innal laha Ghafurur Rahim
So whoever repents after his wrongdoing and sets things right, Allah turns to him in mercy. Allah is Forgiving, Merciful.
Alam ta'lam annal laha lahu mulkus samawati wal ardi yu'az zibu many-yasha'u wa yaghfiru limany-yasha', wallahu 'ala kulli shai'in Qadir
Do you not know that to Allah belongs the kingdom of the heavens and the earth. He punishes whom He wills and forgives whom He wills. And Allah is able to do all things.
The Tafsir · The Breakdown
What This Part Means
Overview
Fulfil the Contracts.
The first instruction in one of the last chapters revealed is not about belief. It is about keeping your word. Fulfil the contracts. Every ruling that follows in this chapter, on food, marriage, purification, testimony, theft and alliance, is built on a community whose agreements hold.
Then verse 2 raises the hardest case available and rules on it. Do not let the hatred of a people who kept you from the Sacred Mosque lead you into transgression. Not a hypothetical enemy. The specific men who had physically blocked them from the House. Verse 8 will state the same rule again without the specific case attached, which means the principle was demonstrated on the worst example first and generalized afterward.
Verse 3 sits in the middle of a list of forbidden meats and, without transition, announces that the religion is complete. Verse 6 gives the wudu and then explains the whole legislative posture in one line: Allah does not want to place any hardship on you.
And the second half of Part One turns to two failures of nerve and one refusal to fight. A people who were told to enter a land and answered, go, you and your Lord. And a man who was told he would be killed and answered, I will not stretch out my hand against you.
Verses 1 to 11
Today I Have Completed Your Religion.
Verse 2 contains a word worth knowing. Shan'an is not ordinary dislike. It is settled, personal, justified animosity, the kind produced by real injury. The verse names the injury out loud, that they kept you from the Sacred Mosque, and then forbids the transgression it would license. The command does not ask you to stop feeling it. It forbids acting on it.
And the second half of the verse gives the positive instruction in one of the most portable sentences in the Quran. Help one another in goodness and consciousness of Allah, and do not help one another in sin and hostility. The test of a partnership is stated as its content, not its membership.
Verse 3 places the announcement inside a dietary list, which is itself instructive. Today I have completed your religion for you and completed My favor upon you, and I have approved Islam for you as a religion. Tariq ibn Shihab reported that a Jewish man said to Umar, there is a verse in your book which, if it had come down to us, we would have taken that day as a festival. Umar said, I know when it was revealed and where it was revealed, and where the Messenger of Allah was when it was revealed. It came down on the day of Arafat, on a Friday. Reported in Sahih al-Bukhari.
Verse 5 opens two doors that a closed community would have kept shut. The food of the People of the Book is lawful for you, and your food is lawful for them. Traffic in both directions, stated as a pair. And marriage to their chaste women, with the condition that it be marriage, with the dower paid, and not the alternatives named in the verse.
Verse 6 gives the ablution and then, having finished the ruling, states the reasoning behind all of it. Allah does not want to place any hardship on you, but He wants to purify you. The tayammum clause is placed inside the same verse, so the exemption arrives before anyone has to ask for it.
And verse 8 gives the rule in its final form. Be upright for Allah, witnesses in justice. And let the hatred of a people not lead you to be unjust. Be just, that is nearer to consciousness of Allah. The word order at the start is deliberate. Upright for Allah first, and witnesses second, because a man who is a witness first and for Allah second will testify in whatever direction his loyalties run.
Verses 12 to 26
Go, You and Your Lord.
Verse 12 sets out a covenant with five terms and a promise attached. Prayer, zakah, belief in the messengers, support for them, and a good loan to Allah. And in the middle of it, before any of the conditions, four words: I am with you. The presence is stated first and the conditions after, which is the opposite of how a contract is normally written.
Verse 13 describes what breaking it produced, and the list is precise. Hardened hearts. Words displaced from their places. A portion of the reminder forgotten. And then, unexpectedly, an instruction to the reader rather than a verdict on them: so pardon them and overlook. Allah loves those who do good. A passage that has just catalogued grievances ends by forbidding the reader to act on them.
Verse 15 says something about the Messenger's own conduct with their scripture. He makes clear much of what you were hiding, and passes over much. Not everything hidden was exposed. Some of it was left alone, and the verse mentions that as a feature.
Verse 18 answers a claim of inherited favour in one question. They said, we are the children of Allah and His beloved. The reply is: then why does He punish you for your sins. The claim is not disputed on theology. It is tested against their own experience, and it fails there.
Then verses 20 to 26, and this is one of the most uncomfortable passages in the Quran because the failure is so ordinary. Musa reminds them of everything they have been given. He tells them to enter the land written for them. Their objection is not that the command is unclear. It is that the people already there are strong. Two men who feared Allah tell them exactly what to do, in one sentence, and add the only thing needed: rely on Allah, if you are believers.
And then verse 24, which is quoted for the rest of history. Go, you and your Lord, and fight. We are sitting here.
Verse 25 is Musa's answer, and it is the loneliest sentence in the passage. My Lord, I control only myself and my brother. A man who split a sea for these people states the actual size of his authority over them, and it is two.
Verses 27 to 40
The Brother Who Would Not Raise His Hand.
The first murder begins with an offering that was not accepted, and the reply to the threat in verse 27 is the only diagnosis anyone needed. Allah only accepts from those conscious of Him. The problem was never the offering. It was the man behind it, and the man behind it responded by deciding to kill the person whose offering had been accepted, which confirmed the diagnosis entirely.
Verse 28 is one of the most striking sentences a human being has spoken. If you stretch out your hand against me to kill me, I will not stretch out my hand against you to kill you. I fear Allah, Lord of all worlds. He does not say he cannot fight. He states a decision, and the reason he gives is not love of his brother or fear of him. It is fear of Allah, in a moment when nobody else would have noticed what he did.
Verse 30 gives the mechanism of the murder in one verb. His soul made the killing of his brother easy for him. Tawwa'at carries the sense of a thing being made compliant, smoothed out, brought into line. The killing did not overpower him. It was gradually made acceptable, by him, to him.
Verse 31 is the strangest detail in the account and the most human. A crow scratches at the ground in front of him, and he understands that he is supposed to bury the body. There had never been a burial. Nobody had died before. And a man standing over the first corpse in history, holding his brother, has to be taught what to do next by a bird. His words are, was I unable to be like this crow. The comparison is his own, and it is not flattering to himself.
Verse 32 then generalizes it into the sentence that governs the value of a life. Whoever kills a soul, other than for a soul or for corruption in the land, it is as though he killed all people. And whoever saves one, it is as though he saved all people. Both halves are equal in weight, and the second is the one worth carrying, because saving a single person is available to almost anyone.
Verses 33 and 34 give the punishment for waging war and corruption, and then verse 34 does something the sentence itself would not have required. Except those who repent before you have power over them. The exemption is placed immediately after the penalty rather than in a separate passage, and its condition is timing. Before capture, not after.
And the same shape repeats at verses 38 and 39. The penalty for theft, and then, in the very next verse, whoever repents after his wrongdoing and sets things right, Allah turns to him in mercy. Twice in this passage the law is stated and the door out of it is placed in the following verse, in the same breath, before anyone has to go looking for it.
Structural Summary
Verses One to Forty. Fulfil the Contracts.
Agreements named before anything else. A real grievance named out loud and then refused as a licence. Cooperation defined by content rather than membership. A religion declared complete inside a list of meats. An exemption placed inside the ruling that creates it. Uprightness for Allah put ahead of the witnessing. Presence stated before conditions. A catalogue of grievances closing with an order to pardon. An inherited claim tested against experience and failing. Two men with the right answer and a nation that would not hear it. Authority measured honestly at two. A refusal to raise a hand. A killing made compliant by the man who did it. A bird teaching a burial. One life weighed as all of them. And twice, a penalty stated with the way out in the next verse.
